WATERPROOF PLAN: Construction work on the bed of the Santa Ana River (B1) carries a little-known bonus for homeowners in the river plain. . . . The Army Corps of Engineers project, which should be completed in five years, will bring “100%” flood protection. This means thousands of Orange County homeowners who live near the river will no longer be required to buy flood insurance, says project director Ed Andrews.
