LAGUNA HILLS : Ordinance Would Limit Adult Material

City Council members have given preliminary approval to an ordinance that would keep adult magazines and other materials deemed “harmful to children” out of the public view.

Mayor Melody Carruth said she suggested that the city adopt such an ordinance after receiving several calls from parents complaining about adult magazines being in full view of children at some local liquor stores.

“Do we want to see suggestive materials being thrown in our children’s faces?” she asked. “That’s really what it gets down to. (The ordinance) is really about protecting children.”

Carruth said that although most shopkeepers in the city keep such materials out of sight, the ordinance will allow officials to deal with situations where children can see the material.

Under the ordinance, which was modeled after a state penal code section and the codes of other Orange County cities, suggestive adult materials displayed in stores where children are allowed can only be displayed in a blinder rack, a device that allows only the name of a publication to be seen.

A final vote is set for Sept. 8.
