** The Cover Girls, “Here It Is,” Epic. This group has gone through at least three major personnel changes in the last few years but is still the frothiest, frilliest female unit around. This album has its winning moments (“If You Want My Love,” “Thank You”) and its wistful update of Rose Royce’s “Wishing on a Star” is sweetly satisfying. But these girls still have some growing to do.
