West Covina Hires Graffiti Removers

West Covina contracted with the East San Gabriel Valley Consortium last week for graffiti removal in the city. The program will use at-risk youth in the consortium’s training program to do the work.
The consortium, a public agency serving 11 cities and the county, trains 80 young people a year in housing rehabilitation, energy conservation and maintenance. The goal is permanent jobs and education credits.
At-risk youth are those who can’t get jobs because of lack of a high school diploma, work experience or job skills, a history of drug abuse and previous gang affiliation.
