* BOULEVARD GLITTER: Approved $500,000 in redevelopment funds to improve Hollywood Boulevard from La Brea Avenue to Vine Street. The improvements are part of the economic revitalization plan for the area. The asphalt to be used for resurfacing will contain recycled glass that will make the pavement glitter.

* HOLLYWOOD GRAFFITI: Approved an $85,000 contract with the nonprofit Hollywood Beautification Team to clean up and remove graffiti in the Hollywood Redevelopment Project Area. The contract is for a 12-month period, ending Aug. 1, 1993.

* TREES: Approved a $315,700 contract with Golden Bear Arborist Inc. for planting trees and ornamental wells on various streets in the Hollywood Redevelopment Project Area.

* MEXICAN INDEPENDENCE DAY: Approved the temporary closure of Los Angeles Street between Alameda and Arcadia streets from 9 p.m. today to 6 p.m. Monday for a Mexican Independence Day celebration at El Pueblo de Los Angeles.

* CELEBRATION: Approved the temporary closure of Spring Street between Temple and 1st streets from 7 p.m. to 10 p.m. Monday and from 7 a.m. Tuesday to 2 a.m. Wednesday for the annual El Grito de Dolores celebration.

HOW THEY VOTED: How Westside representatives voted on selected issues. * HOMELESS SHELTER: Approved a $300,000 loan to the nonprofit group People Assisting the Homeless to aid in buying a commercial building at 2346 Cotner Ave. in West Los Angeles that will be converted to a homeless shelter. The purchase price of the two-story brick and concrete building is $1.3 million. Passed: 11-0. Voting yes: Marvin Braude, John Ferraro, Nate Holden, Mark Ridely-Thomas and Michael Woo. Ruth Galanter and Zev Yaroslavsky were absent.

* CRUISING: Approved the temporary closure of streets entering the residential area bounded by Olympic Boulevard, Indiana, Noakes and Esperanza streets in East Los Angeles each weekend from 9 p.m. Friday to 4 a.m. Saturday to cut down on cruising. Because drive-by shootings and other serious crimes have occurred in the vicinity, several police officers will be assigned to the area during the closure hours. Passed: 11-0. Voting yes: Braude, Holden, Ridley-Thomas, Woo. Galanter and Yaroslavsky were absent.

* LEAD PAINT ABATEMENT PROGRAM: Approved submitting an application to the federal government for about $4.9 million to be used for a lead-based paint removal program. The money would be used for testing and removing lead-based paint in homes built before 1978. Passed: 14-0. Voting yes: Braude, Ferraro, Holden, Ridley-Thomas, Woo, Yaroslavsky. Galanter was absent.

* SETTLEMENT: Approved spending $885,000 to settle a lawsuit brought by a 19-year-old pedestrian who was struck by a motorist while crossing in a marked crosswalk at Woodman Avenue and Strathern Street in Sun Valley. The woman suffered irreversible brain damage as a result of the 1987 accident. Her doctors said she will need 24-hour attendant care for the rest of her life. Passed: 12-0. Voting yes: Braude, Ferraro, Galanter, Holden, Ridley-Thomas, Woo, Yaroslavsky.
