SIGN LANGUAGE: It’s the season for politicians’ street signs, and in Garden Grove, City Councilman Frank Kessler is raising a small ruckus with his. Kessler’s signs say “A Proven Leader, Chief Kessler.” Although he used to be the city’s police chief, he is no longer. Says one opponent, Councilman Mark Leyes: “He’s implying to the voters he holds a position he doesn’t hold. But I’m more bothered by that ‘proven leader’ part. What’s that supposed to mean?”. . . . Kessler shrugs in response: “Everybody calls you ‘Chief’ when you’re a former police chief.”
