We very much appreciate UCLA professor Lawrence Bobo’s fine article on the need for greater investment in human relations (Opinion, Sept. 13).

Bobo describes our budget as “woefully inadequate,” reporting it as less than 1% of county expenditures. What words would he use when we tell him that it is less than 1/75 of 1% of county expenditures? (And the city’s situation is even worse!)

In 1985, assessing inaction since the Watts riots of 1965, our commission wrote: “We should not have to wait for a second Los Angeles riot to erupt to bring these problems to serious public attention.”

Rather than issue the same report once again, but change it to discuss a third Los Angeles riot, we hope Bobo’s advice is quickly heeded.
