Candidate Julie Sa is raising and spending more than any of her opponents in the race for City Council, according to documents filed with the city clerk’s office last week.

Sa reported raising $22,895 as of Oct. 17, $9,000 of which was a loan to herself.

Incumbent Chris Norby raised the next-largest amount--$12,160.50. He has spent $9,479.12.

According to documents, much of Sa’s contributions are from outside Fullerton, with many donations of more than $100 from businesses and people in Los Angeles, Newport Beach, Monterey and Garden Grove.

Peking Gourmet Restaurant in Garden Grove gave Sa $3,000, and Independent Development Co. in Newport Beach gave her $2,000. In the first two weeks of October, Sa received $750 from an Alhambra business and $500 from an individual in Alhambra. Sa had a large cash reserve of $7,582.99, reporting expenditures of $13,312.01.

Another candidate who has received the bulk of her contributions from outside Fullerton is Joanne El Kareh, who reported a $100 contribution from the radio host Casey Kasem in Los Angeles and other contributions from as far away as San Diego.

Filing statements to the city clerk’s office also indicate that every candidate reported contributions from Y&W; Enterprises, a firm that recently moved to Fullerton. Incumbents Norby and Don Bankhead received $200 each, and all other candidates $100.

Others reporting contributions include James Blake, who raised $10,486 and spent $8,823; Jan Flory, who raised $8,873 and spent $10,885.43; and Bankhead, who raised $7,437.61 and spent $5,977.48.

Also, John Bedell raised $5,329.86 and spent $2,877.54; William B. Gabriel raised $1,550 and spent $1,850; and Edith O’Donnell raised $1,136.95 and spent $1,086.95.

Four candidates--Bernhardt N. Arnold, Eddie J. Gage, Stan E. McCrosky and Rand (Kye) Robson--have filed papers indicating that they do not plan to raise or spend more than $1,000 in their campaigns.
