City Officials Reap Thousands in Benefits : Government: Perquisites--some paid out in cash--add significantly to managers’ compensation in several communities.

Leading officials of cities throughout Ventura County are receiving thousands of dollars in financial benefits, including car allowances, performance bonuses and large deferred compensation packages, according to figures released to The Times.

Six of the cities also offer vacation benefits similar to the county’s recently disclosed cash-for-vacation plan, which has been widely criticized and was a major factor leading to the creation of a special citizens panel now reviewing the county’s compensation packages.

In Simi Valley, a group of 11 top city officials received a total of $75,000 this year for cashing in their unused vacation time. City Manager Lin Koester was paid $14,795 for the benefit--pushing his total pay and financial benefits package to $175,248, the largest of any city manager in the county.

Top managers in Oxnard and Moorpark were allowed to either take an extra week of vacation or get an extra week of pay. The benefit cost Oxnard about $86,000 for 24 ranking administrators, while Moorpark spent about $3,060 for three officials.

But in Ventura and Thousand Oaks, the compensation packages included few perks. Instead, officials received larger base salaries and lucrative deferred compensation packages.

Thousand Oaks City Manager Grant Brimhall was paid $18,279 in deferred compensation last year, on top of his $121,860 base salary. And Ventura City Manager John S. Baker received about $10,000 in deferred compensation, in addition to his $108,120 salary. County officials do not receive deferred compensation.

The cities’ figures were made public in the wake of the controversy over the large pay and benefits received by top Ventura County officials. The county disclosed in September that its 11 elected officials and chief administrative officer together received more than $270,000 for longevity, vacation and education pay and thousands of dollars more in other financial benefits.

Like the county, appointed leaders in all the cities received car allowances. However, city officials say they do not provide mileage reimbursements to employees who receive the car allowances, unlike the 27 cents per mile paid to county managers regardless of whether they have an allowance.

The statistics provided by the county’s 10 cities reveal dramatically different policies when it comes to providing extra benefits. Camarillo, for example, gives its mayor $4,200 outright for expenses each year and picks up $3,000 in expenses for City Council members. Ventura, on the other hand, gives no blanket expense allowances to its elected officials.

The value of an automobile also is figured differently from one city to another. In the county’s smallest city, for example, the city manager of Ojai gets a $4,800 car allowance. Just down the road in Ventura, the city manager gets $3,000.

Both county and city officials have defended their pay practices, saying the compensation is needed to attract and retain top managers.

“City employees are generally paid less than employees in the private industry,” said Simi Valley Mayor Greg Stratton. “It’s a competitive world out there. The bottom line is if you want to keep your best managers, you have to pay them.”

But Ventura County Taxpayers’ Assn. Executive Director H. Jere Robings said he is dismayed that some of the cities--as well as the county--are offering lucrative perks and benefits packages on top of base salaries.

“Again, I think that taxpayers are being taken advantage of,” Robings said. “I think that it is just about time that the public become aware of what our public servants are costing us.”

Officials in Ventura County’s 10 cities have provided the following information on their compensation packages:

Oxnard

Although Oxnard is the county’s largest city, City Manager Vernon Hazen was paid $123,617 in pay and benefits last year--fifth among area city managers.

This year, however, Hazen’s base pay was raised from $98,855 to $104,500. In addition, he will receive $7,500 in deferred compensation and nearly $6,000 for one week of extra pay.

Like most cities in Ventura County, Oxnard gives employees the option of taking medical benefits or receiving cash. It also pays the employees’ share of their retirement contribution.

Last year, four members of the Oxnard City Council opted to take the money instead of subscribing to the city’s medical plan: for a combined total of nearly $8,000.

Overall, Oxnard spent $73,440 in salary and financial benefits for its City Council members. Mayor Nao Takasugi received a $4,800 expense allowance, while other City Council members each received expense allowances of $3,600--on top of their base salaries of $7,200.

In addition to receiving either one extra week vacation or one week extra pay, city officials are also allowed to cash in up to two weeks unused vacation time. The vacation benefit cost the city about $20,000 for eight ranking managers last year.

There is a difference, however, in the methods the county and the cities use to compute the pay for the unused vacation time.

At the county level, all paid benefits--such as $6,000 annual car allowances and bonuses for longevity pay--are added in with the base salary to determine the perk. As a result, some elected officials each received more than $20,000 for seven weeks extra pay last year.

However, Oxnard and five other area cities compute their vacation pay only on base salary.

Like the county, Oxnard employees have the option of collecting cash from a large bank of unused vacation and sick time when they leave the city. Police Chief Robert Owens received a lump sum payment of nearly $35,600 when he retired in June. Assistant City Manager John Tooker received nearly $21,000 when he retired earlier this year.

Oxnard leaders also received annual $200 reimbursements for memberships to health clubs; five ranking officials took the benefit last year.

Simi Valley

While Koester ranked as the highest-paid city manager in the county, Simi Valley City Atty. John Torrance was the highest-paid city attorney.

This year, Torrance is set to receive $139,430 in base salary and financial benefits--about $23,000 more than the city attorneys in Oxnard, Thousand Oaks and Ventura.

In addition to his base salary, the city also puts an extra $8,200 into Koester’s 401K plan, on top of the standard $1,430 contribution the city makes annually to all managers and City Council members. Koester also receives a $3,000 expense allowance. Torrance receives $2,700.

Under an agreement approved by the City Council, the city pays an extra $15,000 annually to Koester. Although the money is defined as “retirement pay,” Koester can spend it as he wishes, city officials said. Torrance receives $8,000 under a similar agreement, officials said.

By comparison, county Chief Administrative Officer Richard Wittenberg received a total pay package of $183,783 last year, about $8,535 more than Koester. And County Counsel James L. McBride received $137,043, about $2,387 less than Torrance.

Koester and Torrance also have the option of cashing in an unlimited amount of unused vacation time. While Koester received $14,795 for the vacation time last year, Torrance was paid $10,147.

Mayor Stratton defended the vacation pay.

“(Koester) is just taking cash instead of vacation,” Stratton said. “To have him around is more important than to have him on leave.”

City Council members, meanwhile, were allowed to choose between health care or cash. They also received $2,700 expense allowances on top of their base salaries. In all, the city spent $68,755 on the council members’ salaries and cash benefits.

Thousand Oaks

Although Thousand Oaks is considered Ventura County’s richest large city with its large tax base and affluent residents, its top officials receive few financial benefits--mostly because the city has been held under tight scrutiny by local government watchdogs, officials say.

Several years ago, the city offered a performance bonus to its leaders. But the perk was dropped amid sharp public criticism.

“I think the more visible you are and the easier it is to be observed, the greater your credibility,” said City Manager Grant Brimhall. “Some viewed the bonus plan as being done in a vacuum and in the dark. It was cut in an effort to be optimally open.”

Now Thousand Oaks officials receive annual base salary raises--up to 6.5% each--based on merit.

Last year, Brimhall received a base salary of $121,860 and a deferred compensation package of $18,279. City Atty. Mark Sellers received $9,325 in deferred compensation, on top of his base salary of $93,252.

The city once offered longevity pay to employees, but Brimhall has phased out the benefit among newly hired employees during the last decade. Only a few ranking administrators with long tenure still receive it.

“We pay people on what they do and not whether they have a pulse,” said Greg Eckman of the city’s personnel department.

While the city’s pay packages are more straightforward than other jurisdictions, administrators have the option of cashing in up to two weeks unused vacation time, officials said.

Brimhall received $4,687 last year under the benefit, while Sellers received $3,587. The city spent a total of $34,400 on the perk for 10 city administrators.

Ventura

The city of Ventura does not allow workers to cash in unused vacation time while they are still employed with the city. It also does not offer expense allowances.

“There are people out there doing things very creatively,” City Manager John S. Baker said. “I just never believed in doing that.

“We don’t provide vacation as a means for people to get more money out of it. Vacation should be what it is.”

Baker was the highest-paid official in Ventura, with a base salary of $108,120 and a total compensation package of $132,077. City Atty. Peter D. Bulens was the second highest, with a base salary of $101,580 and a $116,562 total pay package.

Mayor Gregory L. Carson is paid an $8,400 annual base salary, while City Council members receive $7,200. They receive no fringe benefits.

“There’s no fudging allowed here,” Baker said. “You just give the amount and that’s that.”

However, Ventura workers are also allowed to choose between taking medical benefits or receiving cash for them. The city is expected to spend nearly $23,000 for 12 officials. Ten top city administrators also are paid car allowances ranging from $1,800 to $3,000, half the car allowance of top county officials. The police chief is provided with a car.

Port Hueneme

Although Port Hueneme offered smaller base salaries, workers are able to collect cash on at least seven perks and benefits.

Employees are paid performance bonuses, car allowances, longevity pay and expense allowances. The city also pays the workers’ share of social security and cash for their unused sick time. Workers also are allowed to receive money instead of medical benefits.

The total tab in 1991 for seven leading administrators: nearly $96,000.

Last year, City Manager John R. Velthoen received $16,048 in financial benefits--including a $4,463 performance bonus--on top of his base pay of $89,250. This year he is expected to receive $7,500 in deferred compensation.

On top of their base salaries of $4,554, the five Port Hueneme City Council members also qualified for retirement pay, expense allowances and medical benefits. They each were also paid $1,380 for attending redevelopment agency meetings. The total compensation packages for the council cost the city $63,608 last year.

Camarillo

In Camarillo the compensation packages were free of many of the perks paid by the county and some other cities, officials said. However the city did contribute money to two special retirement accounts for management.

Last year City Manager Bill Little received $6,556 that went to the two accounts, on top of his base salary of $109,280. His total pay and benefits package was $128,706.

Camarillo City Council members received a base pay of $6,000 and $960 for attending sanitation district meetings. They also received expense accounts: $4,200 for the mayor and $3,000 each for the four council members. The total cost for compensating the council was $51,000.

Employees were not allowed to cash in on unused medical benefits or vacation time. Top managers, however, were allowed to receive up to $350 for an annual physical.

Moorpark

Moorpark officials were allowed to either take medical benefits or receive cash--in addition to receiving either an extra week of pay or an extra week of vacation.

However, the administrators were not allowed to cash in on additional unused vacation time, officials said.

Also, none of the ranking officials receive deferred compensation.

“We’re too small for that,” said Wayne Boyer, the city’s finance director.

The mayor and City Council members were each paid a base salary of $3,600 annually. They received no added benefits, officials said.

City Manager Steve Kueny, paid a base salary of $85,800, received a total compensation package of $95,766--with a $1,650 payment for his one-week bonus.

Santa Paula

In Santa Paula, officials were allowed to receive cash for unused vacation time, sick time and medical benefits--at a cost of $13,220 for eight officials.

Santa Paula also provided cars to five officials, while paying a $2,640 auto allowance to City Administrator Arnold Dowd.

Despite the benefits, however, Dowd was the lowest-paid city manager in the county, with a base salary of $72,000 and a total compensation package of $80,062.

City Council members, meanwhile, received a base pay $3,600. They also had the option of enrolling in the city’s medical plan--a benefit valued at $3,940 for each member.

Fillmore

In Fillmore, city officials also receive cash for an unlimited amount of unused vacation time and sick leave.

This year, City Manager Roy Payne, paid a base salary of $84,048, has received nearly $6,000 extra for the vacation benefit, city officials said. He received $1,336 last year as part of his total $95,956 compensation package.

Officials are also allowed to cash in up to $2,700 in unused medical benefits each year. The city also paid a $3,000 car allowance to Payne, and smaller amounts to the director of community development and the city engineer. Cars were provided to four ranking officials.

Fillmore City Council members received no base salary last year. However, they were each given $600 expense allowances.

Ojai

Ojai city officials receive matching contributions to their 401K account as well as cash for unused sick time.

In addition, the city manager, city treasurer and director of finance also receive pay for attending redevelopment agency meetings.

For fiscal year 1991-92, Ojai City Manager Andrew Belknap, paid a base salary of $75,024, was paid an additional $8,400 for being a member of the redevelopment agency and another $1,385 for unused sick leave. He also received a $4,800 car allowance, pushing his total pay package to $98,611.
