TROUBLE SHOOTERS: If you fear your vehicle conking out in rush-hour traffic on Orange County freeways, at least now someone will be around to help. On Thursday, state and county officials will start a Freeway Service Patrol, a free towing operation for anyone with car trouble. . . . Besides towing, its drivers will help those out of gas or with overheated vehicles and dead batteries. The whole idea, officials say, is to “keep Orange County’s freeways moving.”
