THOUSAND OAKS : Panel Turns Down 220-Home Project

The Thousand Oaks Planning Commission rejected the first phase of the 220-home Dos Vientos development after the developer made last-minute changes in the proposal.

The commission’s vote, taken at a meeting that lasted until after 2 a.m. Tuesday, was 4 to 1 against the proposal. Commissioner Andrew Fox voted in favor of the development.

The developer, the Operating Engineers Pension Trust of Pasadena, has 10 days to appeal the commission’s decision to the Thousand Oaks City Council.

The proposed development covers 273 acres in the Newbury Park section of Thousand Oaks.

The city’s staff last week had recommended that the development be denied, Assistant City Atty. Robert K. Rogers said. He said the tract map did not include 33 acres of open space that the developers had agreed would be part of the project.

Rogers and other staff members changed their positions after the developer agreed to changes in the proposal on Monday afternoon, the day of the commission meeting. Rogers said the developer agreed to “significant concessions” that exceeded city requirements. Those concessions would have allowed public access to open space years earlier than would otherwise be required.

But some commissioners said the changes came too late for thorough consideration.

“There was not enough time to sit down and digest these changes,” Commissioner Irv Wasserman said.
