San Gabriel : Firm Hired for Zoning Study

In a 4-1 vote last week, the City Council hired Yaghoubian Flores Associates to reconcile the city’s zoning with its General Plan, updated in 1990.

City Administrator P. Michael Paules said the planning firm would also help the city identify opportunities for economic development and, through a series of community forums in 1993, would seek public response to options for improving the local economy.

Paules hoped that information offered at the forums would “demystify the planning process for the public.”

The planning firm’s work should be completed by June, 1993, he said.

In voting against the $41,300 contract, Vice Mayor James Castaneda and the written report from city staff had not adequately documented the reasons for choosing the successful bidder from a field of 12 firms, seven of which made lower bids.

John E. Nowak, deputy city administrator, said that staff recommended the low bid among firms qualified for the work.
