SMART THINKING: If you plan to attend the Rose Bowl on Friday (A26) and drink alcohol, you might watch for the people from Party Smart of Costa Mesa. The nonprofit group expects to sign up about 1,000 Rose Bowl ticket-holders to serve as designated drivers for drinking fans. . . . Designated drivers receive coupons for free soft drinks at the game. “We want fans to have a good time, but to get home safely,” says Party Smart President Bill Schreiber.
