WATER SURGE: With Gov. Wilson’s bare-bones budget proposal only 10 days old, Orange County officials are assessing the damage. . . . The proposed cuts would be felt across the county, but “special districts”--providing water, sewer and other services--could feel it the most, meaning higher rates for thousands. . . . At the South Coast Water District, which provides water and sewer service in South County to about 18,000, spokeswoman Linda Jones says officials are bracing for a second straight year of 50% rate hikes.
