Mobil, Ultramar to Settle With EPA: Mobil Oil Corp. and Ultramar Inc. will pay thousands of dollars in penalties to settle separate civil complaints that allege Clean Air Act violations at their Southern California refineries. Ultramar will be fined $48,000 and Mobil $29,411. The Environmental Protection Agency issued the complaints after the two companies allegedly violated emissions-control standards. Ultramar was cited for allegedly failing to submit semiannual continuous-emissions reports for its refinery in Long Beach. Mobil allegedly failed to install a continuous-emissions monitoring system at its refinery in Torrance until after an EPA deadline. Officials at the EPA also announced that they have issued a complaint seeking $50,000 in penalties from Powerine Oil Co. for similar alleged violations at its refinery in Santa Fe Springs.
