Australian Steve Moneghetti won the Tokyo City Half-Marathon for the second consecutive year, running 13.08 miles in 1 hour 6 seconds. South African Elana Meyer, the silver medalist in the women’s 10,000 meters at the Barcelona Olympics, was the fastest woman, running 1:07:22.
