A summary of selected Los Angeles City Hall actions affecting Central Los Angeles in the past week.

CITY COUNCIL LEAD POISON TASK FORCE: Councilman Michael Woo is asking that the city form a lead poisoning prevention and abatement task force to evaluate and educate the public on the dangers of lead poisoning, especially its effects on young children living in the inner city. BLACK HISTORY PARADE: Approved the closing of numerous streets from 7:30 a.m. to 1:30 p.m. Feb. 13 for the Black History Parade. The parade will start at El Segundo Boulevard and Central Avenue at Willowbrook County Park and end at Will Rogers Memorial Park at 103rd Street and Central in Watts. The council also agreed to waive parade fees and city employee overtime expenses, which are expected to be about $9,000. EARTHQUAKE REPORT: Approved a proposal asking city departments to provide a report on the number of commercial and residential buildings near Downtown that are seismically unsafe and to identify potential funding for a retrofitting program. The proposal by Councilmen Mike Hernandez and Mark Ridley-Thomas asks for the report within 30 days. FESTIVAL: Approved the Louisiana-to-Los Angeles Festival in Leimert Park on Feb. 13. The event is sponsored by natives of Louisiana who have migrated to Los Angeles and features food, entertainment and art displays. Streets will be closed on the day of the festival from 6 a.m. to 8 p.m., including 42nd and 43rd Streets between Crenshaw and Leimert boulevards, and Degnan Avenue between 42nd and 43rd streets.

BOARD OF PUBLIC WORKS WALK OF FAME: Approved adding the name of singer Gloria Estefan to the Hollywood Walk of Fame. A ceremony is scheduled at 11:30 a.m. Wednesday at 7021 Hollywood Blvd. The council must give final approval.

HOW THEY VOTED How South-Central and Eastside representatives voted on selected issues. POTHOLES: Approved the installation of a toll-free number, (800) 498-CITY, for residents to report the location of potholes left by the recent rains. The service will be available for 90 days. Passed: 12-0. Voting yes: Joan Milke Flores, Mike Hernandez, Nate Holden, Mark Ridley-Thomas and Rita Walters. Absent: Richard Alatorre. LATCHKEY FUND: Approved applying for $270,896 in federal and state government funding to help finance the city’s latchkey and child care programs for fiscal year 1993-94. The programs are run by the Recreation and Parks Department at various recreation centers. Passed: 12-0. Voting yes: Flores, Hernandez, Holden, Ridley-Thomas and Walters. Absent: Alatorre.
