Chuck Fry has joined Richard A. Hall Co. as vice president of development. In his new position, Fry will be responsible for the management of several existing projects and for expanding the Costa Mesa company’s senior housing division. He was formerly executive vice president of Carlton Browne & Co. in Newport Beach.
