And the Winners Are: “Highway Patrolman,” an Overseas Filmgroup picture about a young Mexican police officer, took top honors at the Santa Barbara International Film Festival, securing the best picture award and top director honors for Alex Cox. Other winners were the Italian film “Il Ladro di Bambini (The Stolen Children),” recognized for artistic excellence; “Over the Hedge,” documentary short; “Sour Death Balls,” live action short, and Kip Fulbeck, best local filmmaker for the short “Banana Split.” In addition, the Santa Barbara News-Press’ Best of the Fest audience award went to Skouras Pictures’ “Joey Breaker,” about a fast-talking New York talent agent who is forced to re-evaluate his priorities.
