FISCAL WHOAS: The state Legislature’s reputation for budget delays is prompting Huntington Beach to consider changing the start of its fiscal year--from the usual July 1 that most cities follow, to Oct. 1, beginning 1994-95. “The problem is the state seldom has its budget ready by July 1,” explains Huntington Beach City Administrator Michael T. Uberuaga. . . . Only one other California city has an October-to-October fiscal year. But regional officials predict that the Legislature’s dalliance could lead many cities to change.
