LOS ANGELES : Man Accused of Dumping Used Oil Into Storm Drain

A Pico-Union man who changed the oil in his car and allegedly allowed the dirty liquid to run into a storm drain could face up to a year in jail if convicted of three counts, City Atty. James Hahn said Monday.

Jesus Silva, 53, changed the oil in his Ford Thunderbird, at 2nd and Emerald streets on Dec. 14 and allowed the used oil to pour onto the street and into a storm drain, Hahn said.

Hahn said storm drain pollution has been a major issue for Heal the Bay, a citizens group concerned about runoff contamination in Santa Monica Bay. Silva is charged with single counts of illegally dumping used oil, dumping waste matter on a public street and dumping a hazardous substance on a public street. The charges carry penalties ranging from six months to a year in jail and fines of $1,000 to $10,000.
