$1.3 Billion Proposed for High-Speed Rails

WASHINGTON —
The Clinton Administration and members of Congress proposed a $1.3-billion, five-year plan Wednesday to develop high-speed railroad links between major cities.
Transportation Secretary Federico Pena, at a news conference on the Capitol grounds attended by a score of senators and House members, said the plan is bold, denying that it was a retreat from President Clinton’s campaign promise to build a rail network for 300-m.p.h. trains.
The plan includes $1 billion to improve conventional steel-wheel rail travel.
