TRANSIT DEBATE: Who will be L. A.’s next mayor? That’s still uncertain, according to a new Times Poll (A1), but one thing is for sure: The new mayor could have a big impact on the future of mass transit in the San Fernando Valley. . . . The mayor will fill three seats on the 13-member Metropolitan Transportation Authority, which will decide between two rival rail lines proposed for the Valley this year. . . . Some folks, including Richard Riordan, endorse an elevated rail line above the Ventura Freeway. Others, including Michael Woo, want a line that would partly run underground (B1).
