Malibu : City Manager Appointed

The Malibu City Council formally appointed David Carmany as city manager, and named him city clerk and city treasurer as well. The council also appointed itself as the appeals board for certain building department decisions and made its first ruling.

Carmany said it is not unusual for a city manager to wear multiple hats in small cities. He had held the dual title of city manager and city clerk when he was first hired by the city of Agoura Hills, he said.

The council resolutions, adopted on Monday, make Carmany’s appointment retroactive to Feb. 1, the date he started. Carmany, 36, will earn $88,000 annually.

Carmany said Deputy City Clerk Tory Freeman will take over the city clerk’s post when she has completed the city clerk certification training, and “we would welcome a local volunteer for the treasurer’s post.”

The council also agreed to act as the Building Rehabilitation Appeals Board. The board will hear appeals on property declared substandard or unsecured by the building department, said Jim Guerra, the city’s building official.

In its first action as the rehabilitation appeals board, the council declared a home on Clover Heights Avenue to be abandoned. The declaration means the owner has 10 days to board up the structure to secure it from intruders, after which the city may hire a contractor to do the work and bill the cost to the owner.

The council also agreed to act as the Building Code Appeals Board.
