TICKET TAKER: If there’s a worse place to find a parking space than your local mall, it’s probably the Ventura County Government Center. So to shorten the trek for traffic violators, the Municipal Court is installing automated tellers at three malls around the county. The machines will let you pay tickets, sign up for traffic school and learn how to file a small-claims case. . . . Under study: A system that will let you do all that from home, using a touch-tone phone.
