THEY SAY NO: The local Caltrans office is considering giving $120 worth of scrip--coupons usable for merchandise or services from various firms--to motorists who car-pool or ride a bus three days a week for three months. But Assemblyman Gil Ferguson (R-Newport Beach) isn’t happy about it. . . . While he’s for car-pooling, Ferguson says, “it is clearly improper to use tax revenues to make any form of payment to people as an inducement to alter their behavior.” Six other local GOP legislators co-signed his letter to Caltrans.
