LAW ALERT: Think twice before snapping on your car alarm in Seal Beach. . . . The City Council this week approved an ordinance that establishes fines of up to $150 for motorists whose car alarms sound for more than 10 minutes. The law also gives police the authority to disconnect blaring car alarms. . . . Council members say the action followed complaints about car alarms that are accidentally set off.
