The city of San Fernando will be drawing from the pool of 50,000 single adult general-relief recipients and having them work nine hours a month in return for $293.

That calculates to an hourly wage of $32.56! Here’s an idea: Why not have these individuals work 40 hours a month? I realize that amounts to little over $7 per hour, but even that amount is far greater than I earned for many years. I realize, of course, that a requirement like this would probably make the program seem like work.
