Downey : The Cover Charge for Loud Parties Could Be $50

Downey officials will be able to charge homeowners for the cost of breaking up loud parties under an ordinance given preliminary approval by the City Council on Tuesday night.

The issue will be given final review Aug. 24. If approved, the ordinance will be effective in September.

Downey Police Chief Gregory C. Caldwell said hosts of loud parties are already subject to criminal charges for disturbing the peace. The proposed law would give the city another tool to keep disruptive parties under control.

If officers are summoned to a party twice, the city would impose a minimum $50 fine on the homeowner. No maximum fee has been set, Caldwell said.

“If people don’t want to comply with the law, we’ll get into their pocketbooks,” he said.
