LOCAL ELECTIONS : Some Races Are Contests, Some Are Walkovers : Filing: 13 will run for 3 Hermosa Beach City Council seats; nobody wants to be on the board of directors in 2 recreation and park districts.

The filing deadline for this fall’s city council, school board and special district elections came and went Wednesday, leaving some South Bay governing boards with well-stocked races and others with no contests at all.

Hermosa Beach, for example, has 13 candidates in the Nov. 2 elections, with only one incumbent among them--Mayor Albert Wiemans--vying for three City Council seats. In other cases, however, incumbents are running unopposed.

Hawthorne mayor--Due to incorrect information supplied by the Hawthorne City Clerk’s office, it was reported in the Aug. 12 South Bay section that the mayor is barred by city law from serving consecutive terms. There is no such limitation on mayoral terms.

And some scheduled elections will be canceled because there are no candidates. That is the case in two recreation and park districts on the Palos Verdes Peninsula, Miraleste and Ridgecrest, where nobody filed to run for the boards of directors. It is unclear how new board members will be found.

In Rolling Hills Estates, one incumbent, Jacki McGuire, and one challenger, Susan Seamans, will automatically win City Council terms because they are the only candidates for the two seats up for election. Among the school boards where incumbents are assured of another term is the El Camino Community College District, where Trustees Lila S. Hummel and Stanley L. Dunn face no opposition.

Likewise, in the Lennox School District, the three incumbents, Edward Urrutia, Hector Carrio and James D. Haley, drew no challengers, and in the Hermosa Beach District incumbents Gregory Kelsey, Mary Lou Weiss and Lynne M. Gonzales will also go unchallenged.

In the Wiseburn School District, Dennis A. Curtis will automatically be appointed to serve the remainder of an unexpired term because he is the only candidate who filed for the office. There are four candidates for three other full-term seats.

In Hawthorne, City Treasurer Edelma Campos gets a free ride too.

The real competition this fall will come at the mayoral and city council levels. Hermosa Beach isn’t the only well-stocked race. In Hawthorne, three candidates are vying for mayor: Councilmen Larry Guidi and Charles W. (Chuck) Bookhammer and real estate broker Carol A. Mayer.

In the City Council race, eight candidates are seeking two open seats. Among them is the current mayor, Steve Andersen, who is barred under the City Charter from seeking another mayoral term.
