Man Files Lawsuit in ’92 Fatal Crash

A Woodland Hills man, injured in a Ventura Freeway crash that claimed the life of a friend, on Friday sued the alleged drunk driver who hit them and then fled from prosecution.

Scott Freeman suffered serious injuries Aug. 22, 1992, when a car driven by Nasario Palacios flipped over the center divider and landed atop a vehicle driven by Anthony Moya, the lawsuit said. Moya, 21, of Simi Valley was pronounced dead at St. John’s Regional Medical Center.

Palacios, 32, of Oxnard was arrested on suspicion of driving under the influence of alcohol, and later was charged with gross vehicular manslaughter, according to court records. But he posted bail, then failed to show up for a Municipal Court proceeding last September, the court records said. A $10,000 arrest warrant is outstanding.

Freeman, who is representing himself in the lawsuit, could not be reached for comment. The lawsuit seeks unspecified damages.
