Ma Bell Starts Venture: American Telephone & Telegraph Co. launched its push into China Thursday and called on the Clinton Administration to revamp U.S. export restrictions dating from the Cold War. AT&T; said it was being held back by outdated U.S. rules governing technology exports to Communist countries. The new AT&T; China Business Unit will be charged with following through on a memorandum of understanding signed in February with Beijing’s State Planning Commission. The memorandum put AT&T; far in front in the race to develop China’s telecommunications.
