UB40 can’t get any respect from the reggae community or hard-core reggae fans but the pop masses sure love this band’s accessible pop-reggae music. Its “Promises and Lies” is No. 4 on The Times’ Southern California pop album chart, largely due to the huge success of the single “Can’t Help Falling in Love”--from the soundtrack of “Sliver.” That Sharon Stone thriller is long gone but this single--No. 4 on the singles chart--is still going strong. Billy Joel’s “River of Dreams” flowed past much of the competition, settling at No. 6 in its first chart week.
