City officials next week will consider a plan to complete Lancaster’s largest shopping center, adding 286,000 square feet to the existing 750,000-square-foot complex, officials said Wednesday.

The city Planning Commission is scheduled Monday night to consider a conditional use permit for the Valley Central Shopping Center expansion. The project would be built on a 30-acre, city-owned site north of Lancaster Boulevard at 25th Street West, just north of the existing 75-acre shopping center.

The applicant is the city’s Redevelopment Agency, but the project would be built by Brentwood-based Riley/Pearlman/Mitchell Co., the developer of the shopping center, and Donahue Schriber, a Newport Beach-based mall developer whose projects include the Glendale Galleria.

City Manager Jim Gilley said a 156,000-square-foot building planned to anchor the expansion very likely would become the new, larger home for the Costco discount warehouse outlet that now occupies a 126,000-square-foot building in the original center.

The conditional use permit involves the new building. Gilley refused to discuss what would become of the current Costco building. But Riley/Pearlman/Mitchell partner Malcolm Riley said it probably would be leased to another type of user.

According to city documents, the overall expansion project would include 90,000 square feet of multiple tenant buildings, 40,000 square feet of pad space and 971 parking spaces, about 190 more than required by the city’s zoning ordinance.

The expansion site is part of a 125-acre, city-owned parcel that city officials still hope to have developed as an enclosed shopping mall. Riley said a mall deal between the city and the partnership of Riley/Pearlman and Donahue Schriber could come to the City Council within two months.
