A summary of selected Los Angeles City Hall decisions affecting the Westside in the past week.

CITY COUNCIL

HOLLYWOOD BOWL: Approved a proposal allowing 239 banners to be displayed throughout the city promoting the Los Angeles Philharmonic Assn.’s annual Hollywood Bowl Summer Festival. The banners will be on display until Sept. 30. Permit fees of $10,994 were waived.

MTA: Approved the appointment of J. Stanley Sanders and Ryan T. Snyder as commissioners on the Metropolitan Transportation Authority Board. Sanders, a former member of the Recreation and Parks Commission, lives in the Baldwin Hills/Leimert Park area. Snyder lives in Westwood.

POLICE PERMIT REVIEW PANEL: Approved the appointments of Andrew Friedman and Gene H. Kim to the Police Permit Review Panel. Friedman and Kim live in the Wilshire District. The five-member committee was created at the recommendation of the Christopher Commission, the police reform panel.

BLOCK PARTY: Councilman Zev Yaroslavsky requested that Hayes Drive in the Carthay Circle district be closed from 2 to 7 p.m. Oct. 3 for a neighborhood block party. Entertainment will feature poetry, music and comedy by the residents.

HOW THEY VOTED

CITY-FINANCED TRAVEL: Approved a proposal establishing changes in policies related to city-financed travel. Under the new rules, any foreign or domestic travel involving more than one city commissioner must be approved by the council. There is one exception: For trips to Sacramento and Washington, the approval of the council’s Intergovernmental Relations Committee is sufficient. PASSED: 12-0.

VOTING YES: Marvin Braude, John Ferraro, Ruth Galanter, Jackie Goldberg and Nate Holden.

ABSENT: Mark Ridley-Thomas and Zev Yaroslavsky.

SCHOOL VOUCHER: Approved a proposal opposing the school voucher initiative Proposition 174 on the Nov. 2 ballot. The author of the proposal, former school board member Rita Walters, said the parental choice measure will take money from public schools and give it to private schools, creating more problems for the public institutions. Less money for the public schools will result in fewer teachers, aides, security officers and more crowded classrooms, she said. PASSED: 14-0.

VOTING YES: Braude, Ferraro, Galanter, Goldberg, Holden, Ridley-Thomas and Yaroslavsky.

WOMEN’S RESTROOMS: Approved a proposal that requires that twice as many restroom stalls for women as men be provided in large new public facilities or those undergoing major remodeling, such as theaters and auditoriums. PASSED: 13-0.

VOTING YES: Braude, Ferraro, Galanter, Goldberg Holden, Ridley-Thomas and Yaroslavsky.
