BITTER PILL: The health plan President Clinton unveiled Wednesday night drew mixed reactions from Ventura County physicians (B1). Ventura physician Brian Prestwich said the naysayers have only themselves to blame. . . . “If the American Medical Assn. had become part of the solution years ago, we would have had a lot more control than we do now,” said Prestwich, who treats mostly uninsured patients at the county-run West Ventura Clinic. “But physicians had a good deal and didn’t want to change. So now we’re last in line.” . . . Ventura County has 1,313 physicians, according to the Medical Board of California--one for every 509 residents.
