BUENA PARK : Housing Plan Delay Frustrates Council

City Council members this week expressed dismay over a delay in development plans for one of the city’s biggest housing projects at the site of a former drive-in theater.

A public hearing that was scheduled Monday night on the project will be continued at the next council meeting Oct. 4.

The project, which would be built on 32 acres at the southeast corner of Lincoln Avenue and Holder Street and would include 144 single-family houses and 96 condominiums, was approved by the Planning Commission in June.

However, since July, developer Pacific Summit Development Co. has asked that council approval be delayed.

Thomas E. Lynch, the city’s development services director, said the company has requested that the project be sent back to the Planning Commission because of problems in obtaining financing.

“We anticipate numerous changes to the development agreement, which would require us to present those issues to the Planning Commission,” said Randall F. Driscoll, a Pacific Summit partner, in a letter to city planners.

“Our development loan will require modifications to the developer agreement, and an approval by the City Council at this time would cause us major modifications to that document.”

Lynch said the developer plans to reconfigure the housing mix because of a concern on the part of the lender over the marketability of the project.
