LIBRARY BOOKINGS: The Ronald Reagan Presidential Library near Simi Valley observes its second birthday today with cake, punch and free admission. Among the goodies: a mother-of-pearl chair from the Philippines, carved wooden dragons from Indonesia, and a fortune in jewelry--all owned by the government, not the Reagans. . . . Today is also the anniversary of Reagan’s election to the presidency in 1980.
