LOS ANGELES : Riordan Names Panel to Streamline Bureaucracy

Los Angeles Mayor Richard Riordan has appointed a committee of 20 developers, architects and other land-use professionals to draft a plan to streamline the bureaucracy that controls development.

Representatives of homeowner groups and environmental organizations were not appointed to the panel.

Riordan gave the development experts three months to draft a plan to reduce “onerous and cumbersome” red tape that he said is a barrier to economic development. The mayor’s office cited a consultant’s report that said one builder needed nine months and $10,000 in fees to win approval by city officials.

The efforts are designed to complete reform plans that began with the Los Angeles Area Chamber of Commerce and with a committee headed by Councilman Hal Bernson.

Bernson and Riordan announced the committee’s formation this week. The chairman will be Dan Garcia, a studio executive, airport commissioner and former city planning commissioner.
