OXNARD : Council to Name New Planning Body

The Oxnard City Council today will name a new Planning Commission, weeks after voting to eliminate two positions and restructure the terms of its members.

Under an ordinance adopted last month, members of the Oxnard Planning Commission will be selected by individual council members. The number of commissioners was cut from seven to five.

The Planning Commission is an advisory panel that forwards land-use and other planning recommendations to the City Council. Its members must be registered voters and live within city limits.

Each appointee also must be approved by the remainder of the City Council and will serve on the advisory panel for the balance of the term of the council member who made the appointment.

Nine people have applied for appointment to the Planning Commission, including incumbent commissioners Albert G. Duff, Dean Dale, Edward Castillo, Arthur J. Lopez and Ralph C. Schumacher. The other applicants are James J. Connor, Robert C. Moore, Fred Schwartz and Ray C. Tafoya.

Two commissioners, Edward Flores and Victor Fontaine, declined to seek reappointment.

The decision late last year to restructure the terms and conditions of appointments to the Planning Commission and other advisory panels was criticized by Flores and others.

Flores quit his position in disgust, saying the City Council had stripped the panel of what little authority it had.
