A summary of selected Los Angeles City Hall actions this past week affecting the Westside.

CITY COUNCIL

* VENICE HOUSING--

Approved a preliminary plan to build a 64-unit low-income housing project for senior and handicapped citizens in Venice. The four-story complex will be located on Ocean Front Walk between Navy Street and Ozone Avenue. Monthly rents for a one-bedroom apartment are estimated at $400 to $450.

* CAR-TRACKING CONTRACT--Approved continuing a contract with the LoJack Corp. that implemented a Stolen Vehicle Recovery Network Program in 1989. The program, which enables law enforcement to electronically track vehicles, has proven to be the most successful way to quickly recover a stolen car, city officials say.

* BUSINESS TAX--Approved extending the deadline for businesses to pay their taxes from Feb. 28 to May 31, providing the business can show significant disruption resulting from the Jan. 17 Northridge earthquake.

* DEMOLITION PROGRAM--

Approved implementation of the Board of Public Works’ Earthquake Demolition and Debris Removal Program that would favor hiring local businesses to demolish buildings and clean up debris resulting from the earthquake. About 500 firms, more than half of which are based in Los Angeles County, are expected to bid on contracts to demolish up to 1,000 buildings.

HOW THEY VOTED

* JUVENILE JUSTICE--

Approved a motion expressing support for a bill in the state Legislature that would set up a task force to review the juvenile justice system with the intent of making offenders more accountable for their crimes. Passed 10-4.

Voting yes: John Ferraro, Marvin Braude, Ruth Galanter, Jackie Goldberg, Nate Holden, Zev Yaroslavsky.

Voting no: Mark Ridley-Thomas.
