VENTURA : City Mulls Plan to Redraw Boundaries

The Ventura City Council today will consider a plan that would help fast-track a proposed development of 330 townhouses in western Ventura.

The plan would stretch the downtown boundaries significantly to include the Ventura Avenue area. The boundaries would move more than 20 blocks north of West Park Row Avenue to Delaware Drive, which would include the upper Avenue neighborhood.

Most of the council members say they like the idea of allowing townhouses in the Avenue, but are worried that the proposal would draw away housing allocations for downtown.

If approved, developers in the upper Avenue area would be allowed to immediately apply for and receive housing units. Other developers outside the downtown and Avenue areas must wait until next month to apply and compete against each other for limited allocations.

The proposal, by the Neel and Huntsinger families of Ventura, would include housing and an office development north of Stanley Avenue and west of Ventura Avenue.
