* Paul Hughes has been appointed vice president in charge of Southern California surety operations for Johnson & Higgins in Costa Mesa. He has been with the insurance broker for 10 years, serving in the Los Angeles office as manager of its surety and fidelity department and co-manager of the casualty department. Before that, Hughes was an owner and senior vice president of Albert G. Ruben & Co., a primary construction industry broker.
