8th District Plans

* Ron Harris’ column, “Between the Plan and Reality . . . Falls the Shadow” (March 25), derides Councilman Mark Ridley-Thomas’ efforts to plan on grounds that the capital necessary to make plans real is often lacking. He belabors the obvious point that plans themselves do not solve urban problems; people do. Only in passing does Harris note the councilman’s efforts to involve citizens in planning and governing their own communities.

In my view, the interesting story in the 8th District is about the Empowerment Congress, an initiative of the councilman’s which enables citizens to build communities and to shape and implement a strategic vision for change.

Please give us stories about constructive efforts to make our city work and applaud those individuals who are making a difference in revitalizing our city.
