COMPANY TOWN : Doug Frank to Supervise Warner Music

Warner Bros. has named composer Doug Frank senior vice president of music.

Frank is a longtime composer whose works include the hits “After You” and “Out of My Hands” for Dionne Warwick, songs for the Spinners and the Manhattans and the score for the 1983 Broadway show “Marilyn: An American Fable.”

He will work with Warner Bros. Music President Gary LeMel supervising music used in feature films and animation.

* Barbara Shuler has been named vice president of international marketing research at Warner Bros.

* Marcy Granata has been named senior vice president of publicity and promotions at Miramax Films. She was vice president of national publicity at Columbia Pictures.

* Mark J. Osterer has been named chief financial officer and executive vice president of Columbia House Co., the mail-order joint venture of Warner Music Group and Sony Music Entertainment. He was formerly senior vice president of finance.

* EMI’s CEMA Distribution has named Michael Mooney senior vice president of finance and administration. He formerly was vice president of finance for Allergan, an eye care products company.

* Nickelodeon/Nick at Nite has named Elizabeth Noyer senior vice president for communications and Marva Smalls vice president of public affairs and administration.

* Carri O’Loughlin was named to the new position of director of sales, multimedia product, for MCA Inc.’s UNI Distribution Corp.

* Former Fox Inc. general counsel David Y. Handelman has taken a position as counsel with Troy & Gould in Century City.
