Robert Rourke has been promoted to vice president and corporate banking officer for Independence One Bank of California in Mission Viejo. He joined the savings and loan in 1990 as assistant vice president and account officer. Before that, Rourke was an account officer with CitiCorp North American Inc. in Irvine.
