Despite vehement opposition from residents, the Newport Beach Planning Commission has voted 4 to 3 to approve a plan to build a McDonald’s restaurant at Newport Boulevard and 28th Street.

In approving the project last week, commissioners asked McDonald’s to scale back the hours of operation in deference to residents who live at the 28th Street Marina, just across the street from the vacant lot where the restaurant will be built.

McDonald’s officials had previously agreed to remove its trademark yellow, glowing arches and two 20-foot signs.

They had also agreed to change the color of the building from their trademark red and gold, to blue and gray, as well as not to install drive-through speakers.

“McDonald’s pretty much worked hard to address all the issues the residents voiced concerns about at the hearing,” said Bill Ward, Newport Beach senior planner. “They made a good effort.”

After the plan surfaced in April, nearby residents signed a petition opposing the project because of concerns about excessive light, apparently dangerous conditions for pedestrians attempting to cross the street to get to the restaurant, and increased traffic, noise and litter.

The residents also had carried signs and chanted at the future site of the restaurant.

At the meeting Thursday night, McDonald’s agreed to close at 10 p.m. Sunday through Thursday and at midnight on Friday and Saturday, Ward said.

They had proposed to close at 1 a.m. on Friday and Saturday and at midnight all other nights.

Planning Commissioners Harry O. Merrill, Thomas C. Edwards and Norma J. Glover voted against the McDonald’s plan.

Senior Planner Ward said he expects the City Council today to consider whether to evaluate the project itself at a future meeting. Residents also might appeal the plan to the council.
