Rob Fredrickson is not yet in camp with the Raiders and Greg Townsend is not yet gone.

The status of both players remained unchanged Monday, although the Raiders and Bruce Allen, Fredrickson’s agent, have agreed on at least the framework for a contract.

Fredrickson, a linebacker from Michigan State and the team’s top draft choice, has agreed to a deal covering three to five years. But that’s as close as the sides are.

“It’s frustrating,” Allen said. “I’ve never had a holdout before. It’s detrimental to the player and detrimental to the team. (Fredrickson) is chomping at the bit to play football.”

As for Townsend, the Raiders are trying to remove his $1.5-million salary from a payroll that is close to the salary-cap limit of $34.6 million. Townsend, an 11-year veteran and a two-time Pro Bowl player, has been asked not to report while the Raiders try to trade the defensive lineman.

They had hoped to work out a deal by Monday with the Philadelphia Eagles, but the Eagles are figuring that the Raiders will be forced to release Townsend if they can’t make a deal.

The Raiders are also looking for other offers.

After cutting safety Rickey Dixon on Saturday, the Raiders re-signed him Monday for a lower salary. . . . They also signed rookie wide receiver Tyrone Thomas of Southwestern State in Kansas. . . . Rookie center Matt Elliot was cut and rookie running back Billy Johnson was put on injured reserve because of a knee injury.
