RANCHO PALOS VERDES : Development Approved Despite 2 Pending Suits
After approving minor design revisions, the City Council has given final approval for a luxury housing development that has been criticized as a danger to the environment and a boon for the rich.
The Ocean Trails project, which would be on 261 acres off of Palos Verdes Drive South, would include 79 houses and an 18-hole golf course. It still must be approved by the California Coastal Commission before a planned groundbreaking next summer.
The commission approved the original development plans in April, 1993.
Supporters say the $100-million project will bring jobs and revenue to the city.
But attorney Frank P. Angel has two suits pending against the project on grounds that the city did not consider alternative designs and that it is too close to eroding cliffs.
In July, 1993, a judge, ruling on another Angel suit, ordered developers Palos Verdes Land Holdings Co. and Zuckerman Building Co. to include four low-income housing units inside the project and provide for four more elsewhere in the city.
Revisions approved Tuesday include the relocation of a golf course clubhouse and a golf course maintenance facility, and the reduction of the number of single-family lots from 83 to 75.
