Board of Education

What: A sexual harassment scandal that the board has handled behind closed doors since December is set to go public tonight.

Board members voted Aug. 11 to drop charges against Chief Fiscal Officer Joyce Capelle, who was accused of tolerating sexual harassment in the workplace, officials said. Tonight, Capelle will appeal a letter of reprimand that board members proposed to place in her file. The session was made public at Capelle’s request, Supt. Robert L. French said. The charges were made last year, when then-Deputy Supt. Richard L. Donoghue was fired for allegedly touching employees, distributing lewd material and using offensive language. Both administrators have denied the charges.

Costa Mesa

City Council meeting

When: Today, 6:30 p.m.

Where: 77 Fair Drive, Costa Mesa.

What: The City Council, in conjunction with the city’s Redevelopment Agency, will consider hiring the Civic Center Barrio Housing Corp. as developer for the 1994 Home Project, which calls for the rehabilitation of several apartment units. In May, the city and its redevelopment agency requested proposals for the Home Project. Five developers submitted proposals, but the Civic Center Barrio of Santa Ana made the final cut. Under the agreement, the housing corporation will try to revitalize a small section of the Shalamar neighborhood by acquiring and rehabilitating 11 substandard apartments on Shalamar Street.

Lake Forest

City Council meeting

When: Tuesday, 7 p.m.

Where: City Hall, 23778 Mercury Road

What: Some $400,000 short of achieving their dream, Kimberly Gardens Mobile Home residents are asking the City Council for a loan to purchase the lease on their mobile home park. Previously, the Kimberly Park tenants had requested a $100,000 grant to pay finance costs for a $6.36-million loan, a request denied by the council earlier this year. However, residents say they’ve found almost $6 million in financing and are asking the city and the County of Orange for a simple interest loan to cover the difference. County officials have expressed some willingness to be involved in converting the park to tenant ownership, but say the city must extend at least a quarter of the $400,000 required by Kimberly Gardens residents.
